Does this have a valve?

No sorry we only sell simple valves, reason is valves with a second purge hole might have little water remaining causing you to swallow. Most freedivers and spearfishermens use simple snorkels.
Is this rubber or silicone?

It is made out of fine silicone giving you comfort for long use.
