Yes it is, it has a snap blade for high efficiency kicks.

my foot is 24.5~25cm, which size should I buy?

I recommend getting a size of 40/41 so if you were to use fin socks, It would fit just right. 

what is the difference with the Cressi Pluma? They look very similar

The blade on the pluma is a bit wider than the reaction pro which makes you have 20 percent greater surface time. 

My shoe size is 9.5/10... what size of these fins should I pick? 8/9? Or 10/11? ... thank you!!

I recommend getting a size bigger so if you plan on using fin socks, it wouldn't be too tight and it would feel more comfotable.

What is the overall length?

It is 16in. but if you were to add the foot pockets it's an additional 6-12"

Which one do you order if you have a size 7 in women's USA shoes? there seems to be a gap between 5.5 and 7....in the men's sizes

I reccomend getting a 38/39 because getting a size bigger is better so if you want to use fin socks it wouldnt be too tight.

It quite does because of the thermo-rubber elastomer foot pockets and Techno-Polymer Polypropylene blades which has more reaction for a small fin blade.

Yes they are but i suggest you get a size bigger in case you want to use fin socks.

Which is better for both snorkeling and scuba diving? cressi reaction pro or cressi pro light?

It is really up to you, but for easy access the reaction pro would be great because it does not have a strap on the back of the foot pocket.  Also the pro light would also be easy to carry around and you could adjust it if u want it tight or a perfect fit. Other than that, the fins are quite the same when swimming or diving. 

What is the blade length of these fins?

It is 16in long and 9in wide. On the length it would depend on the size of your feet so it would increase in length including the foot pockets.

I have a question on sizing. I have a small foot~actually wear a ladies 5 1/2~ I really like these fins but worry they might be too big with full foot. Any help is appreciated. Thx

I suggest you get size 36/37 which is the smallest. These fins are true to their size but using fin socks would help fill in that space. Also, having fins that fit perfectly are not so good, they can increase the chances of getting blisters and having cramps.
